Brazil and PageRank

According to Wikipedia :
"PageRank ™ is a family of algorithms for the numerical weights to hyperlinked documents (or web pages) indexed by a search engine. Its properties are much discussed by experts in search engine optimization (SEO abbreviation for search engine optimization). "
In the figure below, the size of the balls indicates a higher PageRank and fingers pointing links mean points for anyone who is appointed:

Note the yellow ball. It has the most fingers pointed, ie, is the highest pagerank. Also notice the ball right to your right. Although only the link from the yellow, it has a high pagerank. This is because the link comes from a page with a high pagerank (the yellow).

It is known that the PageRank system is vulnerable to fraud, and for that, Google recommended using the rel = 'nofollow' to the link with that attribute was not considered in the evaluation of pagerank.

Example:

<a href="http://www.linkqualquer.com.ur" rel="nofollow"> This link will not be considered in evaluating the pagerank </ a>

I find it very funny that I live in the city, has a site with PR3, and the site is not as accessible, but I have a site, very accessible, and PR is 2.
I was once told that a better positioning on Alexa.com improve the PR in Google. But there are many other factors also seem to count.
From 6 months, my site went from PR not, that Google will have it examined more than once??
    Hugs.
